The Two of Cups makes mutual recognition visible. An offer meets an answer, creating the basis for relationship, partnership, or repair when both people understand what they are agreeing to.
Twos introduce polarity and response. In Cups, the central information is not the intensity of one person's feeling but the presence of an answer. Friendship, romance, creative partnership, apology, or alliance becomes viable when each side can recognize what the other has offered.
A strong bond still needs explicit terms. The card is often most useful at a threshold: deciding whether to date, reconcile, collaborate, or formalize an understanding. Name expectations while goodwill is high, because unspoken differences become harder to negotiate after dependence grows.
Practical adviceState what you are offering, ask for the other person's terms, and make sure the exchange means the same thing to both sides.
